What do I do when the indoor fan is working and the outdoor is not coming on?

2 stage heatpump TRANE thermostat on switch to heat (not aux heat) or cool The indoor fan is running but the outdoor unit is not coming on. The thermostat shows that it is caling for heat or cooling the display on the thermostat shows DST and sometime flashes RECOVERY.
