...4 weeks with no heat? When we moved into our apartment there was heat in the apartment but after we had the board of health come to inspect the apartment the heat stopped working the boiler had a crack and had to be repaired but it wasn't so for 4 weeks going on 5 we have had no heat and we have kids 2 who have asthma and its winter and we have complained but he keeps saying i'll get it fixed but hasnt and he says that "What does your heat have to do with the rent?" Where do i have to complain about my landlord not fixing the heat?
 
call hud they have to provide heat its a law they do not have to provide ac only heat even if it is a portable heater till the furnace can be fixed you can leagally by a portable heater and take it out of the rent in some states
 
Call the health department again and your town may have a tenant-landlord dispute resolution office.

In many areas, you can demand the landlord fix the repairs or get them done at your own expense and then deduct the repairs from your rent. Maybe your city council member's office can help you get started.
 
I had the same exact problem we kept contacting the management company, everyday and finally sent a letter in which I told them we would report the problem to the Housing Authority if it was not fixed finally someone came out and fixed it. In the meantime we bought 2 portable heater fans from target to keep the kids warm. Not sure what state your in but try to contact your local Housing Authority.
