What is the real difference between a tier 1 sports club and a tier 2 and 3? I know tier 1 means higher competition but is there anything else.

Also, What are the standards of the sports club for each level?
Difference between a Tier 3 Ping pong club, a tier 2 Badminton and a tier 1 Ultimate frisbee sports club?
