what is the meaning of this..... small amount of hair been cut off and a piece of red cotton plaited into it, and kept in a safe place?
 
Well, I'm not exactly sure, but in some Santerian rituals, there is a requirement for something personal from a candidate (like in a voodoo doll) like a small lock of hair or nail clippings, etc. These items are used to create an evil (or perhaps) good event to occur in the life of the candidate. Kinda like a hex, or spell.

The wrapping may or may not be of any significance in and of itself, but the color red (in Santeria) usually is associated with Santa Barbara the Roman Catholic saint who is used by Santerians to mask Chango, the god of fire and thunder.

Being kept in a safe place , again, may not have any specific value, per se, but in another ancient custom, Yew Wood is a small piece of wood placed in a newborn's bed to ward off evil spirits. So, maybe the keeping in a safe place is keeping for a protective purpose.
