What colourful fish to live with a dwarf frog? What size heater for 21 litre tank?

We have a 21 litre hexagonal tank and would like to put a couple of African Dwarf Frogs into it.

What I'd like to know please is how many watts would a tank heater need to be?

Also, what would be a good choice of companion for these frogs? We'd like something colourful but of course we want fish which won't threaten the frogs' safety.
