SAT: 2000 (740 Math, 630 Verbal, 630 Writing, 8 on essay)
ACT: 31
SAT II:
Math Level 2 - 800
Chemistry - 790
U.S. History - 720

I plan to retake both the SAT and ACT and get at least 2200 on the SAT and a 33 (or 34) on the ACT.

I really want to go to an ivy leage school, harvard, mit, or caltech (and major in biomedical engineering). I am heavily involved in clubs/activities (e.g.: wind ensemble, s.a.d.d., interact, nhs, spanish honor society, math club science club, calculus club, and much more)at my school and have a 4.0 unweighted, a 4.8 academic, and a 4.7 overall. Do you think I have a chance?

YES BIG TIME!!!! All you have to do is work on your SAT score (2200+)!
And I think the best ivy league college would be MIT (based on your intended major)

Wow. I'm in college now as a mature aged student (non SAT based)... and I couldn't comprehend doing what you're doing at 16/17!!! I dropped out of school before I was even 15! You're doing so well...

Anyway, I think you have a chance as it is, but it might be a good idea to retake your SAT/ACT and get a higher score if you're wanting to get into somewhere like Harvard.

My god....you are a nerd.
That's a compliment.
I'd apply at all your top Ivy League school choices...you definitely have a chance.

But your SAT scores are really quite low in comparison to your 4.0 GPA, so work on that.
