very vague requirements. are you signing a contract? Is this an outright buy?
If its on contract, I guess just go for the cheapet one with a camera. Cingular / tmobile / other gsm carriers have so many towers now a days that unless you are WAAAAAAY outside of civilization you will get a decent signal as long as you stay to their particular band (850 for cingular).
Loudness is opinion based. I don't like my ringtones loud enough where someone two people over can hear it. I just pick up on my unique ringtone and answer.
Basic camera is just that. There are phones all over the place with cameras.
Just go to cingular's site and look for the cheapest camera phone, and you will probably do fine with those guidelines.
