What cellphone provider has the cheapest monthly fee?

I want to buy a touchscreen phone that also has a QWERTY keyboard, that isn't too expensive when it comes to monthly fees, cause I'm looking for unlimited texting, and MAYBE unlimited web.
So when it comes to cellphone providers, which has the best combination of phones+service/signal+monthly fees?
 
Well Metro PCS has unlimited txt, call, web, pic/vid for about $40. The problem though is that it's only available in certain areas, so you would have to check their website to see if it's available in your area. Another is the Walmart Pay as you go. It's also around $40 (for all the unlimited stuff) plus the service itself uses Verizon which is arguably the best. If it's available though, I would suggest Metro PCS. They both have QWERTY keyboard phones, although I'm not sure if Metro PCS has a touchscreen one though.
