what causes the windshield wipers not to work on an 2006 Honda civic?

i have a 2006 Honda civic Lx... i recently put a new motor in the car. the motor and car run good , but the windshield wipers don't work or at least they go up and down half up then get stuck there. also when you turn the brights on the right turn light gets stuck and the windshield wipers go half way up.....can anyone please help or know what causes this to happen.The Honda costs so much just to ask a question like this thanks
