What causes the difference in size between the Program and Auto mode photos?

I have a Canon 450D and was surprised to find that the Program mode photo is about 3 - 4 times as large as the Auto mode photo. 4 mb, vs 1 mb.The settings are the same, and the dimensions are the same. So where do the extra megabytes come from?
 
I also have the 450D and can tell you that I find it hard to believe that any 12MP jpeg image that you take (at the highest quality of Large/Fine) could ever be as low as only 1MB in size.

All of my images (shot in Large/Fine jpeg) vary in sizes from about 2.8MB to almost 6MB in size, with the average around 4 to 4.5MB in size. I almost always shoot in Aperture Priority (Av) mode.

These variations in file sizes is all to do with how much information (or details) there are in each image.

But...1MB??? I just don't get it.
