what causes high RPM on my honda while driving?

For example, im in 5th gear on the free way and start going around 70MPH, that's when i notice my RPM at 3500. anyone know what could cause it?

Honda civic 2001, 5 speed manual

any info would be helpful
same thing at lower speeds. seems to have higher RPM than normal. like in 4th gear i reach about 45 or so and its at 3200
