I believe I've seen this cel during the closing credits to The Puppy's Great Adventures when it was on CBS in fall of '86 when it was aired as a heldover. They seemed to run to the center of the screen (I think the background was yellow?) It's a sad shame I've never seen full episodes of this rare series. I've heard such great things about it. I wonder if this was used also on "....Further Adventures" in 1983.
Here's the history:
1977: The Puppy Who Wanted a Boy is THE FIRST RS cartoon to be made under their name, Ruby-Spears. It's based on the book by Catherine Woolley. Petey and Tommy are introduced. It airs on ABC's Weekend Specials.
1979-81: Three more cartoons (The Puppy's Great Adventure, The Puppy's Amazing Rescue, and The Puppy Saves The Circus) are made for the ABC Weekend Specials. Dolly is introduced in special #2
1982: The Puppy's New Adventures debuts on ABC as part of the HB/RS co-produced series, The Scooby and Scrappy Doo/Puppy Hour. Original hour long closing credits are available from eps of the first half of the series (Scooby, Scrappy and Yabba Doo, which airs occasionally on Boomerang). Duke, Dash and Lucky are introduced. ***SPOILER ALERT*** Look for the splashed paint background, similar to Richie Rich's and Skatebirds' closing credits. There you'll see the said credits.
1983: The Puppy's Further Adventures debuts as a continuation series with only eight episodes. Glyder (the misfit puppy with long Dumbo-esque ears who can fly) is introduced.
1984: The Puppy's Great Adventures airs as reruns from both shows, with a new title card on ABC.
1986: This moves to CBS, Sept 13 -November of 1986 as The Puppy's Great Adventures.
1990's: It did air overseas, but dubbed with foreign language.

As far as ownership, I know it lumps into the Hanna-Barbera library. I'm hoping Warner Bros. owns it, or does the series rests in the hands of the author who wrote the book The Puppy Who Wanted a Boy, which was used for the series.
