What can you do if somone dodges you and collections when you move out of state?

Guy gets over his head has to sell bike to a co worker moves out of state co worker dodges bill gets taken to collections, Place of work says to collections co worker never worked there, Guy calls back down they say co worker is in a meeting Collections calls guy saying he is gonna be responsible cause they can't reach co worker. What can guy do?
 
This is an extremely interesting question, I am going to take some time out to try to work out what language it is written in, and then decipher it. At the end of all that, I will see if it is possible to give an answer.
