What can we do to stop dogfighting?

A man has been put in prison for 6 months after his dog was found with 78 wounds from dog fighting.

But there are more and more cases of this being reported - in 2004, there were 24 cases reported to the RSPCA. Last year, there were 358. I don't understand how anyone, particularly those with dogs, can treat them like this.
What can be done to stop this kind of thing?

Guaranteed prison sentences and all owners to have a dog licence and also a hot line so people can grass them up asap!!
 
I really don't know
They won't get tougher on sentences therefore there's no real deterrent to the people who are involved with this sort of thing

I do think they should introduce some kind of dog ownership license for all owners
