what can I do with my dog? so he'lll quit whining?

I have a long haired weiner dog, who is in heat and he is not neutered and at night or anytime of the day he will keep whining and I can't sleep what can i do to get some sleep because i can't put him outside it's too cold (below 32 degrees) i need imediate answers thanx
 
Male dogs do NOT go into "heat." Only females. He probably smells a female that is in heat - they can for up to a mile or so. Neuter him, that may help. Beyond that, can't punish him for something driven by instinct.
 
Males don't go in heat. Learn about your pet. Have him neutered, then get a second dog to keep him company
