what can cause my Honda Accord to not shift out of Park?

it will shift out of park mechanically when i put the key in the key slot down off the colum by the shifter. Hence the emergency shifter relese and then i can put it into neutral and start the car fine.
1993 Honda Accord 4 cyc. ABS. ABS LIGHT IS ON.
yes my brake lights work and i even replaced the brake light switch. I know that the horn and the brake lights and the ignition sw are on the same circuit.

Do your brake lights work?

Switch, fuse or relay.......check them all.

ADDED:
OK, then you have a bad lockout solenoid at the shifter lever.
