it starts at 0:09 and on where she gets covered in the purple lines and she says "i'm thinking about letting it out i wanna give in i wanna go out looking around i finally found the rhythm of love the feeling of sound"
 
Don't see anything significant at the point you state, the various white lines are one layer of either recorded electronic effects or animation and they appear beside and on top of her face depending on which layer they are assigned to and position.
