What are the plastic/elastic straps on women's clothing?

Ok, this is probably a really dumb question.. it IS a dumb question. I'm a 23 year old woman and I have no idea what the plastic or elastic straps are at each shoulder on women's tops? What purpose do they serve? I was a tom boy and pretty much still a tshirt and jeans kinda girl especially since I'm with my baby all day.
 
They hang on the hanger. Like i have a dress and it has that on it because i guess it relieves the strain from the strap itself, so that way it doesnt tear.

But i have them on one of my sweaters to, and it doesn't make sense.
But whatever.
You can cut it off.
 
Usually those plastic straps are used to hang the clothing item on a hanger, you don't use them when you are wearing the clothes. :)
 
oh they are just their so the shirt will stay on the hanger at the store
it just makes the sales associates jobs easier, if you dont like them feel free to cut them of, i keep them on most of my shirts just because it makes it easier to hang my tops up in my closet
