what are the laws and boundaries of adoption in USA?

I think there is a little more to it then you just giving him your first and last name.. most legal adoption require a back ground check, and unless he has LOTS of money,( cause we all know money can do anything) an adoption agency will most likely not let the two of you adopt because you are not married to each other..
 
My boyfriend wishes to adopt a baby girl and he lives in Illinois in the USA atm. however i live in england in london. he told me that all he needs to adopt this baby is my first and second name and then the baby is ours but i don't know if that will cause any legal issues. Thank you in advance. and to be honest, i would love to be a parent. i just don't want any cops showing up on my door about this situation =/
