What are the gun laws regarding house holder, gun ownership in Thailand?

I am told a house holder can apply to own a handgun
I know that as a forighner i can't own a gun,
I know my wife as house owner can. i want to know under what circumstansers can a gun be used
Also I am told unlicenced pistols are available
 
Foreigners can not hold a firearm permit but your thai spouse can apply to the local police with house registration, id card and very good reasons why it is needed. The police will review each case individually before forwarding it to the Ministry of Interior.
