What are the Dog Poop Laws In Virginia?

I have a german shepherd, and i live in a subdivision, I have always picked up after my dog religiously. The other day I was walking my dog and a man approached me and told me to walk my dog else where. I told him i had a bag and i always picked up after my dog. He proceeded to curse at me, and then told me he would shoot and kill my dog if he ever caught it pooping in his yard. Is he allowed to do this? Is their any thing I can do?
 
just don't let your dog potty in his yard. he threatened you so you could go to the police. just walk the doggie on the other side of the street. i mean you are exercising your dog AND picking up the poo which is better than the ppl i live around...
