The concept of a compact or agreement amongst the residence stating a shared goal, rules & regulations, the very foundation for a community, the notion that all citizens are part of a greater organization and ought to work toward common goals this includes everything from agreeing upon a 'fair' rate of taxation and the notion of how to spend those revenues raised by taxes. Agreeing upon the rights as well as the responsibilities of citizens as well as the form of government that would work best for the common good.
