what are the black rubber knob covers on guitar effect pedals supposed to be used for?

When you get an effect pedal for your guitar the knobs have black overs on them ... here is a pic of an effect pedal and the black rubber covers:

What are those knob covers for? Is it just packaging? But if so what are they protecting? You can still break the knob off.
