What are the best Web design software packages for building forms?

Could somebody recommend some of the best Windows based software packages out there for designing and building web based input forms? I know you can use a standard HTML editor but I hate fooling around with tables, etc for laying out and aligning the fields. I want it to be flexible enough where I can insert my own calls to my own PHP functions for saving the data to my own designed database and be able to put in href anchor links, etc directly in the form. Of course it should be a WYSIWYG editor. I've goofed around with Coffee Cup's "Web Form Builder" and amd trying out "FormArtist" but I'd like to get some feedback from those who have used various tools.
