What are some weight training exercises to tone legs?

I have been doing weight training and cardio for about a month now in an effort to "tone up". I'm not interested in losing weight, just building lean muscle. My main concern is my butt and thighs, as I have some cellulite there :(. I'm not sure if what i'm doing is making a difference - should I see a difference after a month? (training about 3 times a week at the moment) I do 3 sets of 10 or 15 reps on each weight machine that supposedly targets these areas. . . I feel stronger, but don't visibly see a difference. any advice on how I can improve my regime and see results faster? Thanks !
