What are some things that cause interference with wireless and bluetooth devices?

I recently moved into a new apartment. Inside the apartment I get TERRIBLE cell phone reception, as does other people in the apartment with different carriers. If I step outside I get full bars. The signal on my wireless router appears to be inconsistent and has slow spikes. The playstation 3 and wii both have terrible lag time from when you push a button to when the system responds. Just to give an example, Rockband and Guitar Hero are completely unplayable because the lag time is so inconsistent that I can't even play even after calibrating, and calibration is about 350ms lag. What types of things could be causing my whole apartment to have problems with signals? Also, the phones and gaming systems were having problems before the router was installed, so the router shouldn't be what's causing that problem.

Is there anything that can be done to block whatever is causing the interference or some type of device that can measure levels of wireless interference?

Following the theory of the DIY antenna reflector, do you think that making a similar item to go behind the gaming systems would possible help to fix the problems with the gaming controllers signal? They are what I am most concerned about, since worst case scenario with the computer I can just hardwire ethernet.

The funny thing is that I have no cordless telephones or radios, no microwave, and all devices I am using have clear line of sight, so either the walls are creating excess noise from signals bouncing off of them as was suggested, or this must be due to the neighbors devices.
