The Mall itself is a capsule of history.
Smithsonian, National Gallery of Art (which you a tax payer own or at least pay to maintain as a Citizen) We hold my portrait Madame De Benci painted by Leonardo DA Vinci
and still one of the best preserved Da Vinci's on earth.
Every work is memorial of the artist.
Statues which are art also memorials of people we valued in our history.

Art is a tool used to create memorials make sure you put that into your work. Art reports, encapsulates a time in history or event, greek mythology you name it art will record it. And record if beautifully visually so that even a person who cannot read could look and understand the message. An artist can magnify what they want you to focus on to draw attention for you to see something about this person. Artist use certain colors in paintings like red perhaps to draw you attention to a person place thing event etc.

Art is definitely one to include.
