What are some home activities that I can do with a 3 yr old and 1 yr old?

I have a 3 yr old and 1 yr old and I don't know very many things to do with them during the day.. I live in an developed apartment area that has a pool but you have to pay to use it ( it's over $100 for the season) and we're not going to pay that much for a 3 yr old and 1 yr old to play for an hour or so. My boyfriend asked if we could have a small wading pool but they said they pay too much for landscaping. (The landscaping looks like crap) I don't have a vehicle since my bf takes the car work and nothing is within walking distance especially with 2 kids and 1 adult. Just to get out of the apartments is a very long walk. So.. What kind of things can I do with both of my kids together at home? My 3yr old is usually standing in front of the TV watching cartoons on the Nick channel. I feel she is watching it too much. By the way, both of my kids are girls. Thanks
