What are some good universities to help learn Chinese/Mandarin?

I'm interested in going into the CIA and becoming a Open Source Officer (Foreign Media Analyst), what would be a good university to go to and study the language?
 
UCLA is very good.

Alternatively, you can do a search on CollegeBoard for schools that offer a Chinese major. Perhaps, it may help you find a school near your home.
