What are my options after someone hit my car?

Hi everyone,

I got hit by a driver who had no license or insurance. The damage was bad, but it wasn't severe. He pleaded with me not to call the cops or he'd be arrested, his wife and kid would be in a bad situation, and whatnot. Giving him grace, I decided not to call the cops. He paid me a fraction of the car damage, but not in its entirety. Now, he's blocked my number and is trying to squander away.

However, I have a letter written by his wife that he will pay for damage. He signed it and I have two witnesses who signed it too. I also have his ID, his working phone number, his address, etc.

What are my choices of action? Subpoena? Call the police? Use my insurance agency to track him? Thanks so much for helping!

Even if he can't pay the damage RIGHT NOW (which I'm not completely sure about), I'm sure the cops would be more "on-his-tail" so he would be more serious about it. He was WAY too casual with me prior to blocking my number. So... cops would still be a suitable move, right?
