...univsersity of pennsylvania? I have a high school GPA of 4.2
My class rank is 14 out of 345
ACT composite=31
SAT composite=2130
SAT Math1=690
SAT Literature=700
SAT US History=700

I was commended as a national merit scholar for the PSAT and am a National Hispanic Scholar.

I have taken 5 AP classes and gotten 4s and 5s

I volunteered 135 hours for a local Congressman and was then hired by him as a field representative.

My officer positions include: Olympus club class representative 10th grade, Olympus club treasurer 11th grade, FBLA vice president 11th grade, DECA vice president 11th grade.

The activities i was involved with include: AcDec, quiz bowl, FBLA, DECA, NHS, History Day, Model UN, Olympus, National Finance Challenge (3rd in state for 2 years), and National Economics Challenge (3rd in state for 2 years, 1st in state 1 year which put me at 35th in the nation).

Misc: I've visited Penn 3 times, am from a state that sends under 10 kids a year to Penn, and took math courses over the summer so I could take AP AB calc before graduation specifically because wharton wants kids to have calc.

Can you please tell me what you think my odds at getting in are on a scale of 1-10 and offer any advice you might have for areas of improvement?
My unweighted GPA is something like a 4.98
 
You haven't given us an unweighted GPA, which would be critical here. I'm afraid that I would say your chances of getting in would be about a 3 out of 10. While you have some good extracurriculars, your GPA and SAT scores are a little low for Penn in general, and your class rank is worrisome. And, since Penn is the only Ivy League school with an outstanding business program at the undergraduate level, it is much harder to get into Wharton specifically than to get into Penn in general. While Wharton lost its #1 ranking this year after several years at the top, it is still likely to be the hardest program in the country to get into. That means that if you don't have pretty much a perfect GPA and SAT scores, and if you aren't one of the top one or two (maybe #3 if you are in an unusually competitive school) students in your school, you don't stand much of a chance.
 
I would say that you basically have no chance, but then I saw you were hispanic, and that can really help a lot. You desperately need to bring up your ACT and SAT, hopefully to at least a 33 ACT and 2200 SAT. Write a great essay and highlight your extracurriculars and leadership positions.

Wharton is incredibly hard to get into. It's much harder than UPenn itself. You have a shot, maybe a 3 out of 10, which can improve to about a 5 out of 10 if you get up those scores (ideally to a 34 ACT and even some higher subject test scores too).

Also, contrary to what the other commenter said, I think your class rank is pretty solid. 14 out of 345 puts you at the top 4%, which is definitely competitive for Penn & Wharton, since your grade is so large. It could be a little better, yes, but it's not what's putting you out of the running.
