What are my chances being admitted as a transfer student to the University of Michigan?

I am a second year undergraduate student at Wayne State University, and am terribly unhappy with said setting; I don't feel very "at home," as it were. I hope to transfer to the University of Michigan, though my second choice is Michigan State. I am a good student, though due to personal circumstances, I was absent for much of my second semester. I was still able to pull off >3.0, but this is far below my prior average of 3.6. I am absolutely dedicating myself to receiving a 4.0 this semester, and feel as though it is within my capacity to do so. However, I was wondering if, given my numbers, I might be competitive for U of M transfer admission. If not, what might I do to bolster my application and make myself competitive?

My numbers are as follows:

I have also presented papers at academic research conferences, been active in music, participated in debate, do the Putnam math competition, chaired a student political organization, work part time etc., etc...

I am a philosophy/math double major and am currently enrolled in 22 credit hours of coursework (coursework + audited coursework = 27 credits). I will end up having 51 credits after this term.

My recalculated U of M GPA (WF=F) will be a 3.3, but my institutional GPA will be a 3.5.
