What are all the physical requirements for ARNG RSP?

Aren't they all the same requirements for going straight to BCT? I have a feeling my recruiter is trying to feed me BS so that I can join. I am thirty pounds overweight, and he says I can do RSP as long as I meet the weight requirement by the time I ship to BCT.
So I have looked up some things, and would like to be able to rank up faster ans have a friend considering joining. I would like to use him and have him say I referred him to go up to PV2. But there is a prob, he can't pass a tape test, can he still go to RSP?
 
there is NO physical requirement for the recruit sustianment program. the reasoning behind RSP is too get you into shape before you ship to basic. weight matters at MEPS. as long as you fall in your height/weight category your all set. but there isn't a physical requirement for RSP. they'll get you in shape. he is being completely honest with you
