I've been wondering the same thing for a long time. I think there's two clips of Akira toward the end (an explosion and a guy falling) but i'm really not sure.
 
I remeraber hearing years ago that MJ basically payed an animation studio to make generic anime-like footage for the video. So apparently it's not from any real show, but is meant to look like it is.
