A few ideas could be laughing gulls (if you're near the coast) or a mockingbird mimicking the noise of someone laughing. That's the only thing I can think of... I live out in the country and I hear more screech owls and whippoorwills than anything.

...sun goes down.? I was outside last night smoking a cigarette and I kept hearing this laughter. I thought it was my neighbor or something, but it was too repetitive to be someone actually laughing so I knew it had to be some sort of animal. Any ideas?

It could be a coyote, or a red fox. They both make high, laugh-like sounds when threatened or mating.
