What agency would formulate evac/fire plans for a multi dwelling-eight floor apt

Your local Fire Department should have a Fire Prevention team that would be able to help. Give them a call.

Or, you could try calling the State, County, or City Fire Marshal - whoever has jurisdiction of that building.
