what age is the best to start studying or starting a career in fashion/designing....?

I Am 17 With No Experience At All. And I'm Scared It Mite Be Too Late Since I Don't Know How To Design Clothes Or Anything...Do You Guys Think Its Too Late? What Age Is The Best? Thanks For Your Help! =)
