Harley-Davidson Inc. is considering sites in Tennessee, Kentucky and Indiana to locate a factory should the motorcycle manufacturer choose to close its York, Pa., plant.

Management of Milwaukee-based Harley-Davidson visited a site in Shelbyville, Ind., on Wednesday, company spokesman Bob Klein said. Earlier in the week, the company scouted sites in Murfreesboro, Tenn., and Shelbyville, Ky., he said.

The cities are among four finalists being considered as alternatives to keeping production in York, where Harley-Davidson has about 2,500 employees.

Klein declined to name the other city being considered because Harley-Davidson management hasn’t made an official visit. He also declined to say how Harley-Davidson determined which cities it would consider at alternate locations.

“We have a number of criteria that we are looking at,” he said. “Because it’s an ongoing process, we’ve decided not provide any specifics.”

Harley-Davidson local spokesman John Mink said Thursday that the company’s site search has no effect on the Kansas City plant that he is aware of.

The company said July 16 that it would cut about 1,000 jobs this year — including about 400 in Kansas City, leaving about that many at the plant — in addition to the 1,400 to 1,500 jobs it said earlier it would cut in 2009 and 2010.

Harley-Davidson (NYSE: HOG) is considering closing its motorcycle assembly plant in Pennsylvania as it deals with the fallout of the prolonged economic recession, which has cut deeply into the company’s sales and profit. Company management is studying the long-term competitiveness of the plant, where final assembly of Harley-Davidson’s Softail and Touring motorcycles is performed. The York facility has 42 buildings with more than 1 million square feet combined.

Pennsylvania has pledged $15 million in grants that would be available to upgrade the York facility.

The study of the Pennsylvania plant is expected to be completed by the fall, and a decision about whether it will remain open is likely to be made before the end of the year, Klein said.

Shelbyville, Ind., which has a population of about 18,000, is in the southeastern part of the state and is the county seat of Shelby County. Shelbyville, Ky., has a population of 10,000 and is in the north central portion of Kentucky. Murfreesboro, Tenn., near Nashville, has about 102,000 residents. It is home to Middle Tennessee State University.
