Were both Baroque and Mannerism art led by the counter-reformation movement?

I am confused. I'm currently researching on Art during the Northern Renaissance, which was spurred by the Protestant Reformation, trying to cite the changes of the art during that period and the catholic response during the counter-reformation.

What baffled me is why two types of art (baroque and mannerism) were created during the latter? Or did i intepret it wrongly?
