weird vibration in 2000 Chevrolet Cavalier?

Basically my steering seems to be affected by some sort of vibration. It feels like I've got a flat tire, despite the fact i could be driving on a smooth surface. It does it at all speeds, not just 45+/highway. I believe my PSI is about 5 above the recommended amount for what that's worth. Any ideas or suggestions about what might be wrong, or what i should look for during maintenance?
 
tire balance bad tire bad wheel bad cv joint.. test put car in drive but give no gas just let it roll what you feel will be a bad tire or wheel bent or in drive train... but if its at speed most likely a tire balance so first try having tires re-balance and also have cv joints check.. wouldnt be anything wrong with 5 over in air ive been running like 5 over in my tires 25 yrs since the 70's .. . tire guy 30 yrs
