Ok, so I'm working on my first build.

When I first got all the parts, there were a couple problems. The motherboard was unresponsive, and later while I was doing testing, the power went whako. when I plugged the system in, the power immediately came on and about two seconds later went off again. This would happen again 2 minutes later if the system was left alone and powered. Through this time, the power button was ineffectual. I RMA'd the motherboard because I was certain it was malfunctioning to some extent. Meanwhile I was testing the psu by jumping the power on and ground leads. Well, it came on for 2 seconds and went back off again (though sometimes it got stuck halfway on, giving insufficient voltage to all the 12v accessories). I tried this with nothing connected to the psu and it would only come on for a split second. One interesting note from the manual is that there are minimum current draws on all the rails. I figured the psu must be connected to a system, so a hooked it up to another one and worked fine (keep in mind I just turned it on for about 30 sec and shut it off again). The motherboard came back today. Launched to bios just fine. I looked at the voltages coming from the psu and all of them seemed about 0.3V high. I got through the windows install and was working on the drivers when the system shut itself down. All problems from the previous situation returned, except this time I'm getting ready to take it out on the monitor.
So now I'm going to burn up the rest of break (which I intended to use for gaming galore) waiting for another RMA. The problem is, WHAT DO I RMA? The motherboard, the psu, both, or have I made some fatal error in judgment and something else is at fault? I don't trust myself anymore
