Weird brake problem. Push down (hard pedal) but hesitates before grabs and stops.?

Ok, this is on a 1990's Jimmy SUV. The brakes were recently done by somebody (a friend of hers), but there is like a hesitation before the brakes actually grab the wheels to stop the vehicle. There is a hard petal right away, but with little or no real braking power, then suddenly it would take hold and stop the truck.

I'm thinking it's the brake booster that is shot. She said now the whole thing went out, and the vehicle is no longer safer to drive.

Any thoughts or suggestions?
