Technically, your rings are your gift to each other on your wedding day. The scrapbook idea is a good one, it's very sentimental and sweet. Putting it together can take longer than you think- unless you have all the pictures, you may not have enough time. And to make it really nice, the best pictures should be enlarged to 5x7 or so, and everything matted, etc. Still, it's a good idea if you have some time to assemble it.
Another idea would be to buy a nice flower vase at a gift store. Some jewelry stores also sell gifts, so you could try there, too. Buy a beautiful card, and in it tell your future wife how much you love her. Bring both the card and the empty vase to the florist you will be using for your wedding. Tell the florist to bring the vase, filled with a dozen red roses, along with the card to the church on your wedding day. They can bring it when they bring the rest of the flowers. You can give the roses to your Bride, or tell someone to take them to the room she is dressing in. Tell somebody to take a picture of her reading the card- with the flowers and the vase in the photo. (Make sure she is in her dress first!) I guarantee she will keep the card (and maybe even dry the roses). You- the adoring husband- can bring home flowers on your anniversary and the vase will be used throughout your lives together. And here's an added bonus- some year when you don't know what to get her for her birthday, flowers in the vase will be perfect.
