WEBSITES TO LAWS IN CALIFORNIA ON TESTING NEWBORNS FOR MARIJUANA?

Does anyone have links to websites on a recent law passed in California that now makes it mandatory for hospitals to test ALL newborns for drugs. I heard this was a law recently passed, but would like to read more information on it.

For everyone with their lame remarks that just want to answer, but don't have any useful information...get a life or a hobby or something.

And FYI the reason I'm asking this question is to prove a point to someone.
 
As far as I can tell the testing is only mandatory if the family is involved with CPS already, but there are hospitals that screen all babies. That would be the hospitals policy though, and not state law. This is all I could find on it.
