He usually hangs out under our house and lately we've had a big plastic bin with a blanket for him to sleep in. We have it surrounded with wood so the wind won't move the bin around but that's not working, and the snow gets everywhere. suggestions please
i should probably add that we live in new england and get a ton of storms.

we can't take him in because we have a possessive & bitchy cat for a pet... plus the outdoors cat did run inside once and he freaked out. weve been keeping the outdoors cat well fed for 5 +years.

This may sound silly but u could build him a kind of cat kennel and put some warm blankets in there for him. It would keep him warm and protect him from the wind.

you could build him a shelter wheather it be a small dog house or one of those iglue things and put straw in it or hay it locks in the warmth you could also put a blanket in there on top of the straw..make sure he gets water as well..and if its as cold there as it is here you may have to make sure the water isnt frozen up.
Or if you have a garage keep him in there..but make sure he has a warmer place in there to sleep .

Give him hot water bottles.
Seriously - we had a feral cat in our neighbourhood It had been neutered and returned to its home area.
I had an old shed to which we added a cat flap and at night when it was frosty I put a wrapped water bottle out in the shed with the sacks it used as a bed.
Also, filled screw topped containers with hot water and stood them around to raise the temperature a few degrees - did this just before we went to bed at night.
