We got married at the court house. We didn't have a reception after.

I want to have a renewal of vows or second wedding. When we have been married for 5 yrs.

I want to have a small ceremony and a reception and then go a vacation. (We didn't have a honeymoon the first time either.)

Would this be OK to do, It would be a small ceremony and reception after and then we would leave for a honeymoon.

Sounds like a good plan. theres nothing wrong with that. Go for it and dont listen to anyone if they make stupid comments, cause you know people will.
 
I would skip the ceremony since you are already married. But if you do want a ceremony, make sure it is a vow renewal and not a second wedding ceremony (white dress, bridesmaids, etc) since you are already married and it would be inappropriate. I think it's perfectly fine to have a party to celebrate your marriage or vow renewal - and it's fine to go on vacation afterward.
 
Some people have a wedding all over again just to renew their vows. It wouldn't hurt anything. It might be good for the both of you to have this to share with each other. Good luck.
