watering veggie garden in northern il, usa?

Dew is moisture allright, but it doesn't reach the roots of the plants where it is most needed. True, some plants can absorb water through their leaves, but the ground around the roots are where nutrients are stored to make the plant healthy. How do you decide if your roots have enough moisture? Stick your finger in the soil near the plant; if it is damp near the top of the ground, there should be enough moisture to allow nutrients to be taken up by the plant. If the soil is dry where the roots begin, the plant will need water. When leaves start to look wilted is a true sign the plant needs moisture. It has been humid here also, but I water plants every other day if the sun has been hot and we haven't had any rain. I can hear the leaves saying aahhhh as the water splashes around them.
 
If you live around northern Illinois you know how humid it has been. Well this morning there is dew dripping off the plants, should I still water them this morning? I don't want to over water them, but I don't want to starve them of water too. Thank you in advance!! :-)
