water flow from a garden tap and soil moisture sensor (programmable)?

Hi there, i'm looking for some sensors for a garden.
1. Measuring water flow from a garden tap
2. Measuring soil moisture
I want the sensors to be able to communicate with a computer (either wireless or connected) so there needs to be a way to turn these into a digital readable format from the sensor to the computer. I am a programmer so can code, but am looking for some direction on which sensors could facilitate this. any help much appreciated
 
Well i am not sure that this will help you but you can get such sensors online from an home improvement store. I have seen many Lawn & Garden products that are present here. you may get some help their, please let me know that have you got it or not.
