Was the public defender right for rejecting my subpoena?

I subpoenaed evidence from my own criminal case.I was suing someone in civil court and needed my criminal nolle pros. case as evidence.The public defenders office told me that they didn't have to give my criminal case documents to me regardless if it was mine or not.They said that they would fight in court not to give it to me.They also said the only people that have to give me anything is the police dept.They never sent me a written rejection letter, they called me over the phone only. Is all of this right?
