Was satan already in his fallen state, in the Garden?

I am a Christian, and I am struggling with this issue? God made man with the ability to choose to disobey or obey Him. God started out with just one rule, Not to eat THAT particular fruit from that particular tree.

Adam and Eve did not need satan to tempt them to still have the ability to disobey.

Is it wrong to ponder the possibility that "at the moment Eve was tempted" is when Satan actually fell?

Is there Biblical evidence that supports satan's fall HAD to happened before the Earth and the Garden of Eden?

I just have a problem with God placing satan in the Garden of Eden with Adam and Eve, if he was Fallen already.

Satan was Lucifer, an Angel, not a serpent. So the serpent is a figure of a fallen Satan, so either the serpent was not Satan, or the serpent was Satan in a fallen state.

Revelation 20:2 And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years,

No. The old testament is the jewish Torah and that means that the Satan is god's servant who tests you. He is not the christian devil.

Adam and Eve were getting along fine with Satan in the Garden. He only hangs out around one tree. "The knowledge of Good and Evil". This is the law. The minute you say this is evil, you set yourself up to do it. Adam was naked and nobody cared. All of a sudden he decided it was bad and hid from God. This curse of our judgment gets us thrown out of the garden. Read it and find that this is when Satan gets his Curse too. Grace is the other tree in the Garden. Eat of this tree and don't mess with the other tree (Law). Good may seem good but it is on the Evil tree. It only leads to judging your neighbor, not to mention yourself.

I love it when people actually start to question their religious teachings ... keep looking you will soon find a dam big hole in the bible that you will fall through THATS when you will begin to live your life.

First, you have a few things incorrect: there were two tree that man was not meant to eat from, Satan as you are speaking is really Lucifer. Satan is a type of angel, not just one angel. Also, Lucifer, the angel that fell, was not in the garden, it was the snake. Yes, many people think that the snake is Lucifer, but in truth it was not. The snake was a creator that symbolized knowledge in the ancient world.

Second, the belief that Lucifer fell before the creation of man comes from the idea of how the world appears between the first and second verses in the book of Genesis.

Lucifer was not placed anywhere. When he disobeyed the Creator, he was no longer under the His control.

Finally, you must remember that the majority of the beliefs that modern Christians have about angels, demons, Hell, Heaven and the Devil are not found in the Bible that most people have. For example, the Catholics Christians have more books in their version of the Old testament then Protestant Christians do and Orthodox Christians have even more then the Catholics.
Many of the beliefs come from ancient writings like the Book of Enoch found only in the Ethiopian Bible or writings of people who were alive between A.D. 500 and A.D. 1500, like Dante's The Divine Comedy.

What you need to remember is that the Bible was only the beginning of the Christian faith.
